The Javelin is is a missile launcher that can fire a single, fully-guided missile to any location it sees fit. It's likely the only weapon in Omega's arsenal that is used by regular people, with a few tweaks and upgrades to make it twice as more deadlier.
Omega used this weapon only twice, only firing at a building Kary threw at him and Xero and at Kary herself.
